Definitions

User — a natural or legal person who uses the VINinfo.ee website.
Services — all services provided to Users via the VINinfo.ee website.
Controller / Provider — VIN Solutions OÜ.

Information about the Controller

VINinfo.ee is managed by VIN Solutions OÜ (registration code: 14071883, located at Pärnu mnt 141, 11314 Tallinn, Estonia).
VINinfo.ee offers vehicle history information services.
Questions, complaints, suggestions or requests must be sent via the “Contact” page. A message is considered received when the Provider sends a reply acknowledging receipt.

Conditions of Use

• VINinfo.ee is intended for the provision of Services to the User.

• Any use of VINinfo.ee counts as use of the Service.

• The website may be used only in accordance with these Terms. By using VINinfo.ee, you accept all Terms without exception.

• The website is intended for general-purpose web browsers (Firefox, Chrome, Opera, etc.). Automated programs or bots are prohibited.

• Users must be at least 18 years old and capable of understanding and controlling their actions. Otherwise, Services may be used only with the consent of a legal representative.

• If a User acts as a representative or on behalf of another person, they must ensure proper authorization.

Rights of the Controller (Measures Against Violations)

• If the User violates the Terms, good practices, or law, the Provider may prohibit or restrict use of the Service.

• The Provider may block access to the website if it is used in ways not permitted by the Terms.

• As a result of such measures, the User may lose access to the Services.

• The Provider is not responsible for any damage resulting from these measures, even if later the claim proves to be unfounded.

Conditions Relating to Reports

Reports may include:

• Vehicle data: make, model, year, technical details, equipment list

• Odometer history

• Accident/damage history

• Description of specific damages

• Usage history (e.g., taxi, police)

• Ownership type history (natural person, company, taxi company, leasing)

• Maintenance history

• Vehicle photos

• Vehicle registration data

Not all information may be available for every vehicle.

A paid report is accessible for 30 days.
Users can purchase 2- or 3-report packages, valid for 1 year.

Report data may be used only for personal purposes.
Commercial use, distribution, copying, or publishing of reports is prohibited.

The Provider collects data from various sources; information may be incomplete or contain errors.

No Right of Withdrawal

Consumer Users do not have a withdrawal right for digital content services (such as reports) once delivery has begun and the User has acknowledged losing the right of withdrawal.
By agreeing to these Terms, the User confirms understanding of this.

Quality and Availability of Services

By accepting the Terms, the User confirms that:

• The form and nature of Services may change without prior notice.

• The Provider may suspend the Service temporarily or permanently.

• The Provider does not guarantee uninterrupted or error-free operation, as functionality also depends on third-party systems (payments, networks, etc.).

Right to Submit Complaints

If Services do not meet expectations, a consumer User may submit a complaint within two months of discovering the issue.
Complaints will be reviewed and responded to within 15 days.
Users may rely on legal remedies provided by law.

Final Provisions

• The relationship between the User and the Provider is governed by Estonian law.

• If any provision becomes invalid, the rest of the Terms remain in force.

• If disputes cannot be resolved through negotiation, the User may approach:

  • the Consumer Disputes Commission,

  • the EU Online Dispute Resolution platform,

  • or court.
    For legal entities, the first instance court is Harju County Court.

• The Provider may amend these Terms as required; changes take effect after being published, with a two-week notice.
